The list of qualifying scholars includes a qualitative component, though the actual scores are composed entirely of quantitative metrics.<\/p>\n<p>The metrics recognize university-based scholars in the U.S. who are contributing most substantially to public debates about education. The rubric reflects both a scholar&#8217;s body of academic work\u2014encompassing the breadth and influence of their scholarship\u2014and their footprint on the public discourse last year.<\/p>\n<p>The rankings were compiled by Frederick M.
